- Transferability: If you move to a different state or union territory, you can get your driving license transferred to the new location by submitting the required documents and following the prescribed procedure.

Yes, you can apply, if your states is allowed for that otherwise Permanent license is issued from the same RTO your learner license is issued.
Yes, you can transfer your driver’s license to another state in India. Here are the steps involved:
Step 1: Obtain No Objection Certificate (NOC) from the original state where your driving license was issued.
Step 2: Obtain required documents, including application form, original driving license, address proof, age proof, copy of NOC, passport-sized photographs, and any other documents specified by the destination state RTO.
Step 3: Visit the destination state RTO and submit the application form along with the required documents.
Step 4: Pay applicable fees for transferring the driving license as per the fee structure of the destination state RTO.
Step 5: Take a driving test, if required by the destination state RTO, to assess your driving skills.
Step 6: If your application is approved and all requirements are met, you will receive your transferred driving license from the destination state RTO, bearing the same license number as your original license.

Application under scrutiny means applicant is required to visit the concerned RTO for physical verification of documents, and submit his/ her Biometrics to complete the application process.
If driving license is from other city, local address proof is required.
No, it is not legal to have 2 separate DL with different classes from same RTO or different RTO or different states.
