In the past, paying traffic challans required visiting a traffic police office or court, which could be time-consuming and inconvenient. Fortunately, the government has introduced online challan payment facilities to save time and effort. There are two main options available:

The Parivahan Sewa Portal is an official government website that provides various vehicle-related services, including traffic e-challan payments.

Step 1: Visit the Parivahan Sewa Portal at parivahan.gov.in.

Step 2: On the main page, navigate to “Online Services” and click on the “eChallan” option.

Step 3: Now, click on “Check Online Services“, a dropdown menu will open.

Step 4: From the dropdown menu, select “Check Challan Status.”

Step 5: It will lead you to another page, here, choose the appropriate option (Challan Number, Vehicle Number, or Driving License Number) and enter the respective details along with the captcha code.

Step 6: Click on “Get Details.“

Step 7: All your pending e-challan statuses will be displayed on the screen.

Step 8: Select the challan you wish to pay and proceed to make the payment.

Step 9: Choose your preferred payment method, such as credit/debit card, net banking, or mobile wallets.

Step 10: Enter the required payment details and complete the transaction.

Step 11: Upon successful payment, you will receive a confirmation message or receipt via SMS and email.

To pay your e-challan online through the state traffic police website, follow the steps provided below.

Step 1: Visit Your State’s Traffic Police Department Website

• The first step is to visit the official website of your state’s traffic police department. These websites are designed to provide various vehicle-related services, including the option to pay traffic challans online.

Step 2: Locate the Challan Payment Section

• Once you’re on the website, look for a section or link dedicated to paying traffic violation fines or challans. This section may be labeled differently on different websites, but it should be easily identifiable.

Step 3: Select the Type of Fine

• Upon successful payment, you’ll receive a confirmation message or receipt via email or SMS. This confirmation serves as proof that you’ve paid the challan and can be used as a reference in case of any future inquiries.

Remember, all the states have their own traffic police website so the process to pay e-challan may vary to a certain degree. 

Pay Traffic e-Challan Online Through Paytm

Follow these steps to pay your traffic challan using the Paytm app or website:

• Visit the Paytm website (paytm.com) or download the Paytm app on your smartphone.
• On the mainpage, under Recharge & Pay Bills on Paytm option, click on “All Payment Services.“

• Then, Recharge and Pay Bills page will display on your screen. Here, click on “Challan” option.

• Now, Select the Traffic Authority and click on Procced button.

• Remember, the Paytm e-challan payment system is available for a limited number of state traffic authorities. Those states that allow traffic e-challan payment through Paytm are as follows:

1. Andhra Pradesh Traffic Police
2. Avadi Traffic Police
3. Chennai Traffic Police
4. Tambaram Traffic Police
5. Telangana Traffic Police
6. Haryana Traffic Police

•  After selecting the State traffic authority, enter the required details which include: Challan Number/RC Number/Driving License Number/Vehicle Number.
• After entering the required details, click on the Proceed button.

• All your challan details will display on your screen. Here, click on proceed to make the payment option.
• Select the mode of payment and complete your e-challan payment.
• After that, a receipt will display on your screen, download the receipt for future reference.

Offline Payment of E-Challan

While online payment through the Parivahan Sewa Portal, the State Traffic Department’s Website, Paytm, and Virtual Court is convenient, some individuals may prefer to pay their traffic challans offline. In such cases, you can visit the nearest traffic police station in your city. Here’s what you need to do:

• Step 1: Visit the traffic police station during their operational hours.
• Step 2: Approach the Traffic Inspector or the designated counter for challan payments.
• Step 3: Ask the Traffic Inspector to check if you have any outstanding dues and pay them all together at the station.
• Step 4: Make the payment in cash or through any other accepted payment method at the station.
• Step 5: Obtain a receipt or acknowledgment from the authorities as proof of your challan payment.

Importance of Paying Traffic Challans Promptly

Ignoring traffic violation fines can lead to serious consequences, such as vehicle blacklisting, inability to renew insurance or pollution certificates, and potential legal issues. It’s important to pay your challans promptly to avoid any further penalties or complications.

The Virtual Court System: Paying Challans with a Discount

If your traffic challan has remained unpaid for several months (typically 3-4 months), it gets transferred from the traffic police system to the virtual court system. The virtual court system provides an excellent opportunity to pay your challan fine at a discounted rate of approx 50% off the original amount!

For example, if the original challan fine was Rs. 1,000, you may only need to pay Rs. 500 through the virtual court system.

Step 1: Visit the virtual court website for your state. Some popular virtual court websites include:

Step 4: Enter your vehicle registration number and the captcha code, then click “Submit.”

Step 5: Your challan details, such as the challan number, name, and mobile number, will be displayed. Verify the details.

Step 6: Tick the checkbox “I want to pay the fine imposed” and click “Accept.”

Step 7: Select your preferred payment method (debit card, credit card, UPI, net banking, etc.) and enter the necessary details carefully.

Step 8: Pay a discounted fine amount.

Step 9: The payment will be processed, and you will receive a payment success receipt with the challan details.

Step 10: Download or print the receipt for future reference. The court case will be closed.

The virtual court system provides a convenient and cost-effective way to pay your traffic challans while enjoying a significant discount on the fine amount.

Pending E-Challan Blacklist: Know Your Blacklist Online

Traffic rules are essential for maintaining order and safety on the roads, but inadvertently overlooking a pending e-challan can have serious consequences. That’s where the concept of a “vehicle blacklist” comes into play.

What is a Vehicle Blacklist?

A vehicle blacklist refers to a list maintained by the Regional Transport Office (RTO) that includes vehicles that have been barred from plying on the roads.

Vehicles are generally blacklisted due to irregular documentation, non-payment of taxes, complaints against them, or other violations. Driving a blacklisted vehicle is an offense and can attract heavy penalties.

Check Your Blacklist Status Online

To check the blacklist status of your vehicle on Vahan portal follow the steps provided below:

• Visit the Vahan portal https://vahan.parivahan.gov.in/vahanservice/vahan/ui/appl_status/.
• Enter your vehicle’s Registration Number and Captcha Code.
• Click on ‘Show Details‘.

• The blacklist information of your vehicle will appear on the screen. This includes the number of states where it is blacklisted, types of complaints, FIR details if any.

Clear Pending E-Challans and Removing the Blacklist

If your vehicle is on the blacklist, it’s important to take prompt action to clear the pending e-challans and remove your vehicle from the list. For this, follow these steps:

• Pay Outstanding Fines: Identify the pending e-challans and pay the associated fines through the designated online payment gateways or authorized payment centers.
• Submit Required Documents: Depending on the nature of the violation, you may need to submit additional documents, such as proof of insurance or vehicle registration.
• Request Blacklist Removal: After clearing all pending e-challans and submitting the required documents, you can request the removal of your vehicle from the blacklist through the appropriate channels provided by the traffic authority.
• Verify Removal: Once the blacklist removal process is complete, double-check the online platform or contact the traffic authority to ensure your vehicle has been successfully removed from the blacklist.

If your vehicle has been wrongly blacklisted, you can submit an application to the RTO explaining the situation along with supporting documents. If the RTO verifies and finds merit in your claim, they can revoke the blacklist after you pay the prescribed fees.

Potential Reasons for Blacklisting of Vehicles

There are several reasons why a vehicle may end up on the blacklist. Some common scenarios include:

• Unpaid E-Challans: If you receive an e-challan for a traffic violation but fail to pay the fine within the stipulated time, your vehicle may be added to the blacklist. If you have five or more unpaid traffic fines that are overdue by more than 90 days, your vehicle will be blacklisted by the authorities.
• Multiple Violations: Accumulating multiple traffic violations within a specific period can also lead to blacklisting, even if you’ve paid some of the fines.
• Serious Offenses: Certain serious traffic offenses, such as reckless driving, hit-and-run incidents, or driving under the influence, may result in immediate blacklisting.
• Expired Documents: Driving with expired vehicle registration or insurance documents can also land your vehicle on the blacklist.
• Irregular Documentation: Vehicles can be blacklisted due to irregular or incomplete documentation while transferring ownership, modifying vehicle documents, or unauthorized vehicle number plate changes.
• Non-Payment of Taxes: Failure to pay applicable road taxes or evasion of taxes can result in the vehicle being blacklisted.
• Unauthorized Modifications: Unauthorized modifications to the vehicle or tampering with chassis or engine numbers can lead to blacklisting.
• Misuse of Vehicle: Using a vehicle for purposes other than those registered for, such as converting a private vehicle to public transport without approval, can attract blacklisting.
• Lodging of FIR: If an FIR (First Information Report) is lodged against the vehicle for any offense, it may be added to the blacklist.
• Non-Compliance with Norms: Failure to comply with emission norms or other regulatory requirements can also result in blacklisting.

Consequences of Being on the Blacklist

Being on the vehicle blacklist can have several implications, including:

• Difficulty in Renewing Registration: If your vehicle is blacklisted, you may face challenges in renewing your vehicle’s registration until the pending e-challans or issues are cleared.
• Potential Impounding: Traffic authorities may impound your vehicle if it is found on the road while blacklisted, leading to additional fines and legal complications.
• Inability to Transfer Ownership: You won’t be able to sell or transfer ownership of your blacklisted vehicle.
• Inability to Purchase Insurance: You won’t be able to purchase insurance for your blacklisted vehicle.
• Inability to Renew PUC Certificate: You won’t be able to renew the Pollution-Under-Control (PUC) Certificate for your blacklisted vehicle.
• Increased Scrutiny: Blacklisted vehicles are subject to increased scrutiny by traffic officials, which may result in more frequent stops and inspections.
• Travel Restrictions: In some cases, blacklisted vehicles may be restricted from entering certain areas or cities until the fines are paid and the vehicle is removed from the blacklist.
